The Distance Between Educational Background of Qinghai Procurators And Law of the Procurators

Abstract: It is stated in (the law) that to be a procurator one shall hold a Bachelor's degree in education conferred on by an institution of higher learning. This author thinks that the Central School of the Chinese Communist Party is not among the institutions of higher learning as defined in (the law), nor does its issued certificate for the completion of the required courses amount to a Bachelor's degree in education. Based on the investigation of the educational background of the staff that constitute Qinghai Procurateriate this author concludes that in Qinghai Procuraeriate the qualifications for a procurator in terms of his/her education are not consistent with (the law). The investigation also reveals some problems with the training programs offered by the Procuratoriate to the staff who have not yet reached the qualifications for being a procurator. To the problems, this paper presents some tentative solutions.
